What the array does, and who owns it

The 240 kW array stands on the authority's capped landfill in Stewartstown. Each year, its power offsets nearly 100% of the electricity the landfill uses.

York County Solar Partners owns the array. For 25 years, all of its power and its solar credits (SRECs) go to the authority.

The contract: a 25-year power service agreement (PSA)

The York County Solid Waste Authority array runs under a 25-year power service agreement. SRE sets up each project one of three ways: owning it outright, a power service agreement or a power purchase agreement. Each is built around the client's tax position.
