All 9 of our town and authority projects have a contract: 5 under a power service agreement and 4 under a power purchase agreement. The 8 with a size given range from 200 kW to 4,400 kW.

How our town and authority clients set up their projects

We set up each project around your tax position. You can own it, or use a power service agreement (PSA) or a power purchase agreement (PPA). Our town and authority clients have used the PSA and the PPA. We'll explain which fits you in your analysis.

Power service agreement (PSA)

The array sits on your site, and its power goes to you under a long-term power service agreement.

Centre County Correctional Facility, Bellefonte, PA: a 1,200 kW ground array, completed spring 2020, under a PSA. It offsets 100% of the facility's yearly electricity.

York County Solid Waste Authority, Stewartstown, PA: 240 kW on a capped landfill, under a 25-year PSA.

Power purchase agreement (PPA)

The array sits on your site, and its power goes to you under a long-term power purchase agreement.

Millheim Borough, Millheim, PA: 324 kW of bifacial panels, completed summer 2020, under a PPA. It is designed to offset 100% of the electricity used by the borough's sewer authority, plus two other accounts.

University Area Joint Authority, State College, PA: 2,600 kW, under a 28-year PPA.

The floating solar array on the Borough of Sayreville's reservoir

Borough of Sayreville, Sayreville, NJ 4,400 kW floating array Completed fall 2018

The plan: The array floats on the borough's reservoir, on water it wasn't using, rather than on land.
The agreement: It was set up under a power purchase agreement (PPA).
The result: As of December 2020, it was the largest floating solar array in the United States. It also lowers costs at the borough's plant and reduces algae growth.
